Commission backs W.Va. container law

Deposit on drink containers would encourage recycling

KEYSER, W.Va. - At the request of Commissioner Wayne Spiggle, the Mineral County Commission this week passed a resolution in support of a container law for the state of West Virginia. Spiggle, who chairs the newly formed Mineral County Pride Builders, told the commissioners Tuesday that the anti-litter group had previously discussed backing a statewide deposit to be placed on all beverage containers in the state.

Should the bill currently under review by the Senate Finance Committee be passed into law, residents taking their containers to specified dropoff sites would have their deposits refunded as an incentive for recycling.

Spiggle said it was the right thing to do for the commissioners to support the bill.

“Our taking this action would be one step toward encouraging a positive result from the Finance Committee,” he said.

According to the resolution, “container laws in other states have produced a recycling rate of up to 80 percent for glass, aluminum and plastic containers, thus dramatically reducing litter in communities and on their highways.”

In other business discussed by the commissioners:

*Permission was granted for Sheriff Gary White to hire two correctional officers, who will each undergo 40 hours of training prior to starting the job.

*The county's application for the establishment of a Tax Increment Financing (TIF) District in the Frankfort area was approved by the West Virginia State Development Office on Nov. 21. The district will be known as Mineral County Development District No. 1 - Frankfort.

* With there being no one present to protest the expansion of the Fountain Public Service District to include all the area within the Cabin Run and Welton taxation districts, the commission will enter an order recommending the West Virginia Public Service Commission make the new boundaries official.

*A representative from the ATV Safety Institute will be available to speak about all-terrain vehicle use and misuse at 7 p.m. Tuesday in the courtroom of the Mineral County Courthouse.

*The next commission meeting is scheduled for 9:30 a.m. Dec. 13.
